Ken Russell

Ken who holds a degree in Civil Engineering and a Graduate Diploma in Municipal Engineering is a Chartered Professional Engineer and a Member of the Institution of Engineers and Fellow of the Institute of Transportation Engineers. He has developed his skills and knowledge over many years, with significant strategic roles as well as operational responsibilities. Ken’s construction experience includes the project management, by direct labour, of a rural highway reconstruction and outer metropolitan highway duplication. Following these projects five years was spent as bituminous surfacing engineer in an outer metropolitan region managing all aspects of road surfacing using direct and contract sealing and asphalt units. A further five years was spent as a specialist surfacing engineer providing training and guidance across the state. He then project managed the planning for a range of major road projects In the late 1990’s he was responsible for the preparation and maintenance of strategic plans for Victoria’s road network, especially the development of corridor strategies for rural highways.

Ken has extensive experience of working with the stakeholders. At a national level he has represented the Victorian State Road Authority (VicRoads) on the Austroads Roads System Management program and acted as project manager for a range of Austroads studies, including road pricing, transport modelling and travel demand management. He represented VicRoads on the Austroads Asset Task Force; project managed a number of studies and was Program Manager for the Austroads Asset Management Program for two years. This period included preparation and publication of the first edition of the Asset Management Guides

Ken has also worked extensively with local government asset managers, having a deep understanding of the issues and challenges, not to mention the perspective, of this critical stakeholder group. He has also had significant contact with industry over the years and has a deep understanding of their imperatives.  He is nationally recognised as an expert on road asset management with his VicRoads career culminating in eight years as Director Asset Management.
